59 PM Eastern Bargaining Unit NON-EXCLUSIVE REPRESENTED EMPLOYEE (NERE) Job Description POSITION DUTIES - Departmental Analyst (Trainee) 9-P11- This position will conduct a full range of driver assessment reexaminations with citizens throughout the State of Michigan, either in person or via the use of videoconferencing equipment.
The analyst in this position should have knowledge and expertise in the area of reviewing and evaluating medical statements, vision statements, rehabilitation evaluations, substance abuse evaluations and applying state physical and mental standards.
The analyst will administer appropriate licensing controls as provided for in the Michigan Vehicle Code and department policy.
The analyst also assists branch staff, courts, law enforcement, and Lansing-based central office staff in interpreting medical statements, vision statements, rehabilitation evaluations, and substance abuse evaluations.
Routine travel is required in this position including overnight stays.
Departmental Analyst 12- This position conducts complex Driver Assessment reexaminations with citizens throughout the State of Michigan.
The senior analyst is responsible for highly complex application of promulgated Administrative Rules:
Physical and Mental Standards for Drivers (R 257.

857) and Visual Standards (R 257.
1 - R 257.
5), to a unique individual.
The senior analyst is responsible for an evidentiary standard of application that is a preponderance of evidence.
This increases the complexity of decision making as 51% favorable medical evidence may permit driving privileges, whereas 49% favorable medical evidence may result in rescission of driving privileges.
The senior analyst must discern with a high degree of precision medical evidence that may be ambiguous, lacking information, forged, or does not adequately address the nature of concern.
The senior analyst must observe and document driving behaviors and physical abilities of an individual who has physical, mental, or visual limitations and make a sound determination on whether the behind-the-wheel skills are consistent with the driving public, and the individual is able to maintain ordinary and safe control of a vehicle.
The senior analyst is an expert on early intervention counseling of probationary drivers and unsafe driving behaviors that increase risk to self and others.
The senior analyst is an expert in crash risk factors and crash statistics.
The senior analyst applies expertise to the repetitive driving behavior and record of drivers subject to reexamination.
The senior analyst trains entry and intermediate-level Driver Assessment analysts, and serves as a resource and provides guidance to Office support staff:
The position requires routine travel, including overnight stays.
The preferred candidate has experience meeting one-on-one with individuals, observing individual behaviors, asking direct questions, and communicating in a manner that is easily understandable and respectful.
The preferred candidate also has experience reading and interpreting Michigan driving records, and knowledge of medical conditions that may affect a person's ability to drive safely.

Departmental Analyst 10 One year of professional experience.
Departmental Analyst P11 Two years of professional experience, including one year of experience equivalent to the intermediate (10) level in state service.
Departmental Analyst 12 Three years of professional experience, including one year of experience equivalent to the experienced (P11) level in state service.
Alternate Education and Experience Departmental Analyst (Departmental Trainee) 9 Education- Educational level typically acquired through completion of high school.
Experience- Four years of experience as an advanced 9-level worker in an ECP Group One classification.
OR Three years of experience as an E9, E10, or E11-level worker in an ECP Group One classification.
OR Two years of experience as an experienced level worker in an ECP Group One technician or paraprofessional classification.
OR Two years of experience as a first-line supervisor in an ECP Group Three classification.
OR One year of experience as a second-line supervisor in an ECP Group Three classification.
Paraprofessional classifications are those requiring an associate's degree or two years of college.
Educational Substitution- College credits may be substituted on a proportional basis (one year of college education may substitute for one quarter of the required experience) for up to one half of the required experience.
